Identifying a goal does not automatically lead the project there, you also need control.

 

Running a development project is a challenge for all participants, where even the small practical details in a workflow have huge impact on time and cost. We have long experience of iterative processes and document administration and in the difficulties that can emerge.

 

 But project phases, toll gates and their documentation (specifications, FMEA, life cycle analysis, etc) are all just parts of the bigger picture. There must be a roadmap that guides the usage of such tools towards the project goal.
